I had the exact same problem before. It all depends on which heroes version do you have. You need WoG and ZELP.TXT is a file from WoG. By the way, there is a new version-0.89b, which also supports having ERA instead of WoG. Go check what version do you have, and then I’ll tell you what’s the problem.

I had many problems like this when I installed VCMI for the first time. I would recommend reinstalling everything as something maybe got mixed up on your computer. Don’t mix VCMI with the rest of the mods.
If you need a link for clean heroes 3 complete, I have a torrent link, it will download in about 15 minutes. I hope there is no rule that forbids me to do this. If there is, I’m sorry.

That works for all versions. But in the new version of VCMI - 089b, you can install ERA, instead of Wake of Gods. ERA 2.4
