How hard would it be to mod skills in something H5 style?

The title says it. Would it be possible at all? Maybe with an in-game skill wheel?

Again this comes from me liking better the H5 take on skills.

Currently skill system, as well as their values, is hardcoded and embedded in game callbacks. I believe it could be relatively easy to separate skill-giving mechanics from the rets of engine, but that’s still some coding and it needs to be done smart.

Also, new skill system also means new interface to select them, which is not trivial in general. It is possible (as everything), but you would have to find someone else to do the job.
