As a way to get into Debian main - I’d rather not. I don’t think that creating set of placeholder graphics just to avoid Debian main requirements is a good idea.
I’m OK if you or somebody else will use this as first step towards free graphical set (even if it will have inferior quality compared to H3).
I’m OK with inclusion into Debian (in contrib archive, at least for now) although I’m a bit concerned with updates.
I created a Debian ITP (Intend To Package) bug as the first step to package vcmi for Debian. As you can see I intended it for contrib in response to the opinions you and AVS voiced.

I have just discovered this project. I also interested in seeing VCMI into Debian repository and I think contrib is its natural place. Thanks josch for starting the process and all devs for their fantastic work.
